On 7th October, 2017, a training on Incident Response System (IRS) was conducted by the Disaster Management Department, Government of Uttarakhand in collaboration with District Disaster Management Authority, Dehradun at Vikas Bhawan. The training program was chaired by District Magistrate, Dehradun.


Participants from various lined departments such as, Fire, Traffic Police, Food & Civil Supply, health, PWD, Pey Jal, Irrigation, ITBP, SDRF, etc along with ADM, CDO and the officials were also part of the meeting.


The overall objective of conducting the training session was;-




  • To strengthen the capability of district administration for disaster response.




  • To discuss the process and procedure of IRS which will be followed during crisis situation by the district administration.




  • To strengthen the coordination between Doon Medical College and the District Administration for effective coordination during disaster response.




  • To mobilise, deploy and demoblilsation resources at the time of any emergency situation.




  • To clarify roles and responsibilities of various officers designated for Incident Response Team of the district.




One of the major aims of conducting the training session was to involve the grass root level officials such as Anganbadi worker, ASHA worker, Patwari, Word Member, Gram Vikash Adhakari etc. in disaster response so that information can be passed on from one
administrative jurisdiction to another, response activity conducted by various agencies can be monitored and relief distribution can be done very effectively.
Shri B.B. Gadnayak , Specialist(IRS-T) Disaster Management Department, Uttarakhand said that the department has already conducted a preliminary meeting with the officials of Doon Hospital , Doon Medical College and the other line departments. Where indicators for the effective performance of Doon Hospital were discussed during response to any mass casualty or fire disaster or any other eventuality which may happen at any point of time. This exercise will be followed by number of activities such as;


a) training of officers of Doon Hospital on IRS so that the district administration can address the cross cutting issues very effectively


 b) Coordination among district administration, Doon hospital authority and the State Government for mobilsation and deployment of resources,


c) Management of traffic –
internal as well as outside of the hospital campus, d) Mob Management specially for relatives of affected people,


e) finally conduct of mock exercise for improvement of disaster
response mechanism. This strategic movement may play a very significant role to cater
services very effectively by the Doon Medical College and District Administration in any crisis situation.


 Amit Singh Negi, Secretary Disaster Management Department, Govt. of Uttarakhand said that there are 32 rounds of training activities which will be conducted at Doon Medical College involving officers of; a) District Administration, b) Doon Hospital and c) SDRF under the chairmanship of DM, Dehradun to address various cross cutting issues.


These rigorous training programmes will be conducted by the Department of Disaster Management, Uttarakhand which will be starting on 13 th October 2017 and it will be completed by conduct
of mock exercise on 31 st October, 2017.
